Stridor from Vocal Cord Paralysis on Physical Exam (Audio)

The video shows high-pitched noise (stridor) from vocal cord paralysis.
First question in acute dyspnea: is there an airway obstruction?
Both inspiratory and expiratory stridor is noted.
